The FEU Human Resource Division organized a seminar focused on maintaining a drug-free workplace, reinforcing its commitment to employee health, institutional safety, and full compliance with national regulatory standards.

Organized to align with Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002), the seminar gathered non-teaching employees to discuss the legal, structural, and health aspects of drug prevention in the workplace.

Carlos Fedelino Valencia, Jr., VP for the Human Resource Division, emphasized FEU’s commitment to maintaining a drug-free workplace.

“Part of what we do is the objective of maintaining a drug-free workplace, which is directly related to our health and safety here at FEU,” Valencia said.

Dr. Elmer Gumapos, OIC Regional Director of the Department of Justice’s Parole and Probation Administration in Region III, discussed drug testing, workplace policies, and the government’s approach to drug prevention.

Dr. Gumapos referred to President Ferdinand Marcos, Jr.’s 2023 “State of the Nation Address,” which called for a stronger focus on community-based treatment, rehabilitation, education, and reintegration.

According to Dr. Gumapos, more than 16,000 people in Region III use drugs. He emphasized the need to help those affected through rehabilitation and community-based programs that allow them to remain with their families while receiving support.

Following this discussion, University Health Services Director Dr. Desiree Chiongson, covered the medical and clinical aspects of substance abuse and addiction, as well as the FEU’s drug-free workplace policy.

Dr. Chiongson emphasized that the Drug-Free Workplace Policy and Program reflects FEU’s commitment to protecting its community.

Community well-being

The seminar also gave members of the FEU community an opportunity to reflect on how drug education can support employees, students, and other stakeholders.

“Seminars can raise basic awareness and clarify campus policies, but their actual impact depends heavily on execution,” said Coline Phomela Gaddi of the International Relations Office. She encouraged pairing these with peer mentoring, accessible mental health services, and practical strategies to reduce drug-related harm.

Matthew Velasco of the Institute of Arts and Sciences said these initiatives help employees and students understand the harmful effects of illegal substances and make informed decisions.

James Dolfo of the Quality Management Office said drug education seminars are valuable to employees because they raise awareness of substance abuse and addiction while strengthening understanding of FEU’s Drug-Free Workplace Policy and Program.

He added that the seminars promote responsible decision-making and contribute to a safe, healthy, and productive environment for employees, students, and other stakeholders.

Leandro Mauricio Gumapos, an alumnus who is pursuing a Juris Doctor degree at FEU Makati, described institutional drug education seminars as a visible way to support the anti-drug campaign. He noted that the harm caused by illegal drugs can affect people of any age.

Gumapos added that people may underestimate the complexities and consequences of drug use.

Seminars, he said, can help them recognize that substance abuse affects more than the individual; its effects can reach family, friends, and others in the community.

Through continuing education and community participation, FEU aims to support the well-being of its community, uphold institutional integrity, and maintain a safe, drug-free learning and working environment.
